项目摘要

Abstract The National Institute for Occupational Safety & Health (NIOSH) has recognized commercial fishing as one of the most hazardous occupations in the U.S. The objective of this project is to reduce work-related fatalities and injuries among commercial fishermen. This will be achieved through training of new instructors and commercial fishermen in required and to-be required safety courses in the Gulf of Mexico and Southeast United States as far north as North Carolina, PFDs distributed at a low rate to 200 fishermen who complete Drill Conductor workshops in this project, updated safety training gear provided to instructors of existing required topics such as Drill Conductor courses, and peer to peer co-teaching opportunities pairing experienced instructors with new instructors in AMSEA’s national instructor network. Outcomes of this project will be 30 Drill Conductor workshops to train 300 fishermen in the Gulf of Mexico and SE U.S, 3 Marine Safety Instructor Trainer classes in underserved areas to train 24 new instructors in the Gulf of Mexico and SE U.S, 9 workshops on fishing safety training, navigation etc. for 90 fishermen in the Gulf of Mexico and SE U.S, PFDs distributed in the Gulf Mexico and SE U.S to 200 fishermen in Drill Conductor workshops, and 8 workshops with peer to peer co-instructing (2 instructors for each class) in the U.S. instructor network for 16 new or experienced instructors. This training proposal uses R2P to take training research on the causes of injuries and fatalities from NIOSH and other epidemiologists, as well as casualty reports from USCG and National Transportation Safety Board (NTSB) reports and “lessons learned” into all aspects of our curriculum. We also use r2p derived materials on our website and educational publications we produce and incorporate r2p into all educational materials and in instruction. This proposal conforms to 46 U.S.C. 4502 (i) Safety Standards for commercial fishing safety training and addresses FI-01 and FI-04 of the National Occupational Research Agenda for Fishing: 1. Reduce the risk of fatal and non-fatal injuries in the commercial fishing sub-sector. 2. Reduce injuries and illness in the vulnerable worker populations in the fishing sub-sector.
