Youth crime is highly topical. Half of all children in custody have been looked after by local authorities, yet there is a dearth of research examining the impacts of Welsh legislative measures designed to assist looked after children (LAC), and in particular those that enter the youth justice system. This lacuna will be addressed by discourse analysis of the legislative measures around 'the welfare rhetoric' in post-devolution policy in Wales; and through qualitative empirical research: namely narrative interviews with adults with experience of LAC support services and the youth justice system, and semi-structured interviews with practitioners.
