Live Facial Recognition (LFR) is based on mapping the facesof individuals in crowds by using real-time video imageryand extracting their biometric facial features to produce aunique digital signature of identified faces. This data isthen matched against facial biometric data from imagesincluded in a 'watchlist'. Law enforcement agencies use ofLFR raises a wide range of ethical and legal questionsrelating to potential interference with democratic civilliberties, considering the delicate balance between theprotection of private rights and the public interest. Deepconcerns are raised of unlawful interference with the Rightto Privacy, Freedom of Expression, Freedom of Assemblyand Association, Prohibition of Discrimination and DataProtection Rights.The objective of the proposed research is answering thequestions: what are the moral standards that apply to thelaw enforcement agencies deployment of LFR? Are currentlegal principles guarded by Human Rights Law and itssubsequent legislation suitable and sufficient to confront allethical considerations arising from the deployment of LFR?What are the necessary regulatory safeguards to beimplemented in order to harness the benefits of current andpotential use of LFR by law enforcement agencies, whileprotecting human rights and civil liberties?
