The aim of this research is to explore the existence and influence of diverse sets of value-perceptions among and between stakeholder groups involved with urban domestic water supply governance arrangements in Addis Ababa and Cali.The study will determine whether strong divergences in value-perceptions by actors at various levels of power in water's production process affect the strength and progressive nature of water allocation outcomes in underserved areas.Policy options will be explored with a view to providing recommendations for constructing future governance models.
