I aim to examine to what extent provincial towns were divided by political and religious issues. The can be done only by placing these divisions in the wider context of urban life and government - the promotion of the town's economic interest, the upkeep of its streets and the relief ad discipline of the poor. Effective fulfilment of these tasks could prove a unifying force. Civic ceremonial and celebration could foster civic unity but could also be appropriate for partisan purposes. Politics and religion were in deed divisive but in many towns the divisions were contained for much of the period
