This study provides a new understanding of Indian secularism. Scholarly debate has been dominated by social theorist who focuses on the post-independence period. In contrast, through a study of six historical moments that includes the emergence of religious movements and constitutional debates. I show that the ideology of secularism that emerged in 1950 had its conceptual preconditions in histories of nationalism, communalism and British colonial discourses that data from much earlier. Rather than creating an ethics of tolerance, Indian secularism reflected a liberal formulisation of democracy and an attempt to resolve the problem of difference posted by religious and caste minorities
