In traditional seismic vulnerability assessment methods for buildings, the focus is on the resistance of the building framework, with some considerations for excessive inter-story drifts, while the performance of building non-structural components is of secondary concern. The proposed research introduces a new philosophy for post-critical buildings such as schools and hospitals, which puts their functional performance objectives at the center of the risk assessment process, taking into account the interdependencies and the consequences of malfunction of their various operational and functional components (OFCs).
