Telecommunication is a significant driving force for socio-economic prosperity, and wireless technology has been a fast growing segment of this technological area during the last two decades. Canada, through its world renowned industry, has been a major player in wireless telecommunication, a position that it is important to maintain if this technological area will continue to be dominant. However, further growth of wireless telecommunication depends critically on the availability of radio spectrum for future services. Traditionally, radio spectrum in wireless telecommmunication has been allocated using a fixed assignment policy. However, the proliferation of wireless communication services over the years has exhausted the usable frequency bands, making the spectrum a scarce resource.
