Assure 360 Inc. is interested in the development of a multi-party identity assurance (trust) based system. This is a difficult problem, since trust is not quantifiable. In the context of this proposal, trust can be defined as, "The ability for a party to determine, with some level of certainty, that an electronic credential representing an entity ,whether a human or a machine, with which it interacts to effect a transaction, can be trusted to actually belong to the entity. It is therefore necessary to estimate trust in an identity with the highest possible accuracy by combining identity document verifications conducted by multiple External Attribute Authorities (EAA) (eg, banks, employers, driver's license issuing authorities). Assure 360 Inc. plans to develop a service which can estimate the identity assurance of an individual by combining identity document verifications by authorized agents of multiple EAA's. The purpose of the identity assurance service provided by Assure 360 Inc., is to provide accountability of cyber and physical access control attempted by authorized individuals.
