We study the context of a transportation network manager who wants to take decisions on infrastructures, assets and resources to deploy in order to achieve its objectives. The manager's objectives typically involve a combination of economic efficiency, environmental impact, safety and security. The network manager has to take into account that there are several classes of users, most of which pursue their own objectives within the rules stated by the manager, while others have objectives that are antagonist to those of the manager. Our goal is to develop methodology and decision-making software tools to help the transportation network manager. Our approach is based on operations research models and methods applied to transportation planning, an area that has achieved a large number of scientific and industrial successes over the last decades. To the best of our knowledge, the design of transportation networks involving antagonist users has received little attention in the scientific community. In addition, we are not aware of any commercial exploitation of decision-making software tools in this specific application area. Our scientific contributions will be transferred to a Canadian company, INRO, which is already a world-class leader in the field of decision-making software tools for transportation planning. Our research is inspired by a real application from Contrôle routier Québec (CRQ), the agency of the government of Quebec responsible for the safety and security of road transportation in Quebec. As direct results of our project, the software will be commercialized by INRO internationally and deployed by CRQ to help its decision-making process. Other Canadian provincial agencies dedicated to vehicle inspection and road safety and security should also benefit from the technology we develop. Furthermore, we expect the methods and software to have a significant impact on operations research and transportation planning. In addition to INRO, CRQ is also supporting the project with cash and in-kind contributions.
