WSP Canada Inc. is a multi-disciplinary consulting engineering service provider. One of the key services provided by WSP is the provision for design and regulatory approvals of municipal wastewater lagoons (stabilization ponds). Stabilization ponds represent a large majority of existing wastewater treatment facilities in Canada. The low operation and maintenance costs associated with this traditional lagoon-based wastewater treatment have been an ideal fit for many small to medium sized population centers. Following 2012 the introduction of new Wastewater System Effluent Regulations (WSER) by Environment Canada prompted Manitoba Conservation changes to lagoon regulations. The new federal regulations requires compliance by all wastewater treatment systems (mechanical and lagoon-based) treating an average annual flow rate of 100 m3/day. The goal of this project is to improve the industry understanding of the chemical and biological treatment kinetics of existing wastewater lagoon treatment through a baseline comparison of two similar stabilization ponds, one aerated and one facultative. WSP will use the research findings from this project to establish a much-needed lagoon treatment performance baseline with respect to current provincial and federal treated wastewater effluent regulations. With an improved understanding of what specific aspects of facultative lagoon treatment are deficient, appropriate solutions may result in new lagoon design upgrades that will allow owners to build and operate lagoons which cost effectively satisfy their operating license and treated effluent regulations.
