Urban Systems is a world leader in active transportation planning and design. A key component of Urban
System's work is helping governments design active transportation infrastructure. With massive investments
being made in cycling infrastructure, clients would often benefit from approaches to evaluate the impact of new
infrastructure. For instance, it is ideal to be able to report statistics on how infrastructure construction has
changed cycling safety, as safety related concerns are a primary barrier to meeting targets of increased
ridership. The project goal is to develop new technology that can be translated into a client service for
surveillance of change in rider safety as a result of cycling infrastructure construction. Based on a literature
review of available approaches to spatially explicit surveillance, we will customize GIS and spatial statistical
tools for application to cycling safety surveillance. Developed methods will be implemented in modifiable
software for integrating into Urban Systems' client services workflows. The developed tools will enable Urban
Systems to offer new services to existing clients and will also have the capacity to demonstrate the benefit of
design work being conducted by Urban Systems in a pilot project in Victoria, British Columbia.
