Random and excessive communication latency has become a major constraint for performance improvement of applications over complex ICT (information and communication technology) systems, which usually involve a large number of interconnected computing and communication facilities and end-to-end communications. Such ICT systems and related end-to-end communication enabled applications include data center facilities using networked computing servers, Internet of Things (IoT), networked controllers/actuators (such as those used in manufacturing facilities), interactive applications over the Internet, and machine to machine (M2M) communications. These related applications encompass a number of important emerging markets with enormous sizes.
