项目摘要

The City of Vancouver (CoV) receives about 130,000 tonnes of construction and demolition (C&D) waste per**year from across the region. Around 90% of the received C&D waste is wood, of which the major portion is**landfilled. Aligned with the Greenest City Action Plan, in which a target is set to achieve zero waste by 2040,**CoV is considering the diversion of wood waste to marketable materials, e.g. biofuel, particle board, and fiber**boards. To achieve this, CoV is evaluating the potential to launch a recovery facility at Delta Landfill for**sorting and processing the waste into manageable and marketable products. In a 6-month pilot project, CoV**processed more than 2,000 tonnes of wood waste into wood chips, using 6-8 pieces of equipment and analyzed**the financial feasibility of the project. The preliminary results of the pilot project were encouraging, however,**there were concerns regarding the economic feasibility and quality of waste material, if expanded to full scale.**Assessing the efficient wood waste recovery strategy before implementation is important and multiple factors**such as cost, risk, environmental performance and waste diversion rate should be considered in the analysis.**Considering different criteria complicates the decision making process and requires developing decision**support models. In our research, we aim to develop a multi-criteria decision model which will be used to**provide viable solutions to CoV to build a right-sized plant and to perform their operations in a sustainable**manner. In the model, economic feasibility, environmental performance, risk, and diversion rates will be**considered as criteria.
