Thanks to the recent provincial legislation and federal initiatives, Ontario municipalities now are both required and enticed to develop long-term infrastructure asset management plans. A major challenge that the municipalities are now facing is to ensure the plans are truly implementable and are indeed implemented. Municipal Data Works (MDW) is a web-based asset management business solution supported and managed by Marmak on behalf of Ontario Good Roads Association (OGRA). The current version of MDW is able to determine in an aggregate manner the investment level required by a municipality. However, to be truly implementable, the budget plan must be well weaved into an evidence-based operation, maintenance, rehabilitation, reconstruction strategy in both tactic and project levels. Due to various reasons, many municipalities find themselves in an inconvenient position of building evidences for the strategic, tactic and operational planning. There is a serious worry that many of the municipal plans prepared for compliance will become a white elephant over the shelf. To solve these issues, Marmak wishes to partner with Ryerson Institute for Infrastructure Innovation to develop a set of guidelines in order to collaboratively develop evidence-based, implementable asset management plans. As the first part of the collaboration, this Engage project is focused on the development of guidelines for level of services and the optimization of target LOS in an asset management plan. ****It is hoped that the enhanced MDW will help cash-strapped Canadian municipalities to achieve practical, implementable and defensible capital plans based on the municipality's budget, and service level objectives. It will also help communities to gain control over their infrastructure deficit, and improve prospects for municipal self-sufficiency by spending maintenance dollars more wisely. ****
