In 2010, the Deepwater Horizon oil spill killed 11 workers, and caused massive environmental damage and major financial losses for the well owner, BP. In spite of such an obvious warning, many corporations continue to be unprepared for such a catastrophic event. ALTS Canada Inc. offers services to help companies to mitigate the risks of catastrophes through measurement, analysis, and training. In particular, ALTS Canada offers its clients the opportunity to prepare for catastrophe by training with simulated events. To provide appropriate feedback to clients, ALTS Canada needs to measure and analyze the performance of trainees during a simulated disaster scenario, i.e., how they use their time and interact as a team. They currently do not have this ability. The physical activities of personnel are a significant part of the measurement and analysis. Consider a command and control center that manages a company's response to an emerging crisis. The movement, activity, and interactions of personnel are an important indicator of their effectiveness. Boyd and his team have extensive experience tracking and analyzing human motion with video cameras and other sensors. Our goal is to bring that experience to bear on the measurement and analysis problems facing ALTS Canada. The target scenario is a corporate command and control centre that responds to a crisis by deploying and managing a variety of assets. This is a complex task that requires advanced planning and the coordinated actions of many people to be effective. In training, the crisis is simulated, but actions of the trainees are real. For the training to be effective, it is necessary to measure and analyze these actions. We will investigate the use of vision and other sensors for the measurement and analysis of human performance in the crisis training scenario.
