A study on the assistance on the formulation of bottom-up regional development planning systemsin Asian countries : comparative case study in Indonesia and Thailand

(1)关于分权影响的调查为了评估地方政府的响应能力、透明度和问责制，对印度尼西亚的地方政府进行了结构化访谈调查。研究发现，推进分权、制定自下而上的区域发展规划和反映独特的区域条件之间存在着良好的关系。(2)典型区域的深度案例研究——对印度尼西亚日惹、泰国Tran和比萨努洛克自下而上规划流程的制定过程进行了深度案例研究。此外，还在日本和越南进行了比较案例研究，以确定自下而上的区域发展规划过程的有用性并总结其经验教训。(3)自下而上区域发展规划过程专家组会议为进一步讨论上述研究结果并提出建议，于2007年1月召开了国际专家组会议。(4)城市区域发展规划新方向的政策建议。研究结果指出了形成地方治理的重要性。城市社团主义路径、自下而上的主动路径、以市场为基础的项目导向路径是区域发展的新方向。

(1)Survey on the impact of decentralizationStructured interview survey to local governments in Indonesia was conducted in order to evaluate the responsiveness, transparency and accountability. As result, it was found out that there is a desirable relation among the advancement of decentralization, the formulation of bottom-up regional development planning and the reflection of unique regional conditions.(2)In-depth case study in typical regionsIn-depth case studies on the formulation process of bottom-up planning process in Yogyakarta, Indonesia, Tran and Pisanulok, Thailand were conducted. In addition, comparative case studies were also done in Japan and Vietnam on order to identify the usefulness of bottom-up regional development planning process and generalize their lessons.(3)Expert group meeting on bottom-up regional development planning processInternational Expert Group Meeting was conducted in January 2007 in order to further discuss the results of the above study and to propose the recommendation.(4)Policy recommendation on the new directions of urban regional development planningAs result of the study, the importance of the formation of local governance was pointed out. As a new direction towards regional development, urban corporatism approach, bottom-up initiative approach, market based project oriented approach were identified.
