I performed two questionnaire researches for local governments and the general companies. The local governments are vulnerable to cooperation between local governments. The companies assume that they act in small relations between organizational networks. Neither assumes wide area cooperation. As for the design of the wide area cooperation, a form to connect a small network to a small network is realistic.
