A Study in the Ethical Value Structure of Local Climate in the Process of Citizen Participation for Nature Regeneration

虽然人们认为公共工程中的自然再生项目有必要让公民参与其中，但许多自然再生项目都是在农村地区进行的。虽然期待当地居民参与到项目中来，但很难像城市地区那样设计过程，因为在城市地区，人们的行为就像现代公民一样。而在农村地区，我们应该根据乡村空间的特点来设计整个过程，因为当地有自己的自治、协作、公共性、资源分配的公平性和风险负担的概念。本研究明确了乡村自然再生项目应重视基于当地气候观念和人们意见背后的理性历史的信息管理的重要性，并为自然再生过程中的伦理决策提供了一个新的思路：给予什么、遇到什么、选择什么。这些想法是向负责2011年东日本大灾难灾区重建的一些政府机构提出的。本研究的下一个课题为“公众共识构建中的信息管理伦理价值结构研究”，获JSPS接纳。

Although it is thought that it is necessary for projects of nature regeneration in public works to make citizens engage in their processes, many of the projects of nature regeneration are carried out in rural areas. Local people are expected to participate in the projects, but it is difficult to design the process as in the case of urban areas, where people behave as modern citizen. Rather, in the case of rural areas, we should design the whole process as is matched to the characteristics of rural space, since local areas have their own concepts of autonomy, collaboration, publicity, justice of distribution of resources and burden of risks. This study made it clear that the projects of nature regeneration in rural areas should pay attention to the importance of information management based on the notions of local climate and history of reason behind opinions of people and offered a new idea of what is given, what is encountered, and what is chosen for ethical decision making in the process of nature regeneration. These ideas are proposed to some of the governmental organizations that are responsible for the reconstruction of the areas devastated by the Great East Japan Disaster in 2011. A new project entitled'A study of ethical value structure of information management in the public consensus building was accepted by JSPS as the next step of this study.
