A comparative analysis on the role of regional organizations and the localization of international norms: The diffusion of anti-trafficking

联合国所采取的措施在促进打击以性剥削为目的的贩运人口的规范方面仍然不足。本研究聚焦于欧洲（欧盟）和东南亚（东南亚国家联盟）区域组织推动的措施，并对人权政策制定者进行了深度访谈。这项研究揭示了针对人口贩运的新的区域政策网络的出现，但也展示了所涉及的国家-社会行动者之间的各种冲突。

Measures taken by the United Nations remain insufficient in promoting anti-trafficking norms targeting human trafficking for sexual exploitation. This study has focused on measures promoted by regional organizations in Europe (European Union) and Southeast Asia(Association of Southeast Asian Nations) and conducted in depth interviews with human rights policymakers. This study has revealed the emergence of new regional policy-networks targeting human trafficking but has demonstrated the various conflicts among the involved state-society actors.
