本研究では国際送金等、一時的移住者の受入国での経済的行動のメカニズムについて考察する。COVID-19の流行により、国際送金は当初大幅な減少が予測されたが、2020年の低・中所得国への送金フローは前年比1.6％減に抑えられた。国際機関等はこの理由として、受入国の財政刺激のほか、母国世帯に対する出稼ぎ労働者の利他的動機の高まりなどをその理由に挙げているものの、さらなる調査が急務である。本研究では日本の介護事業所に勤務する外国人労働者を対象に調査を実施し、パンデミックや各国の緊急支援が送金行動に与えた影響やその異質性について定量的な分析を行った。パネルデータによる推計の結果、受入国での緊急現金給付は移住者の送金額に正の影響を与える一方、母国政府からの補助金によるクラウディングアウト効果は観察されなかった。また、異質性分析により、利他性の高い送金者は、受入国で現金給付を受けた後に母国により多く送金する可能性が高いことが明らかになった。研究代表者は本研究を含めてアジア圏における外国人労働者の経済的行動を主題にした実証研究を取りまとめた博士学位論文を提出し、2022年6月に博士号を取得した。日本経済学会、Asian Economic Development Conference、アメリカ農業応用経済学会、アジア開発銀行・香港科技大共催ワークショップにて研究発表を実施し有益なコメントを得ることができた。また本論文はJICA緒方貞子平和開発研究所のディスカッションペーパーとして発刊した他、JICA関西が主催した途上国において労働政策を担う行政官を対象にした課題別研修にて講義資料として使用した。さらに本助成を基に、フィリピンにおける条件付き現金給付政策に関して分析した論文がAsian Development Reviewに掲載されたことを付記する。
