项目摘要

研究2年目にあたる令和4年度も、コロナ禍による影響が色濃く残存した。前年に実施できなかったニュージーランド調査は、秋季（8～9月）・春季（2～3月）ともに実施できなかった。秋季においては、水際措置が緩和されておらず、日本～ニュージーランド間の航空便も運休したままだった。春季には実施可能な状況になったものの、コロナ禍中に実施予定だった他の渡航計画との調整がつかず、実施を見送らざるを得なかった。そのため、ニュージーランド関連の文献・資料の収集は、国内機関やオンラインによって可能な範囲でしか実施できなかった。とは言え、オンラインで得られる情報には限りがあり、聞き取り調査も実施できなかったため、計画通りに研究を遂行できたとは言いがたい状況である。北海道における調査は、夏季（8月）と春季（3月）に実施した。2018年の停電災害、2021年の異常高温に続いて、今年度は人為的災害ともいえる状況に見舞われた。すなわち、コロナ禍とウクライナ戦争、金融緩和の影響による先物市場への資金流入が、飼料価格を著しく高騰させ、酪農経営の継続を困難な状況に陥らせている。特に、多額の投資をして機械を導入し、大規模化を進めた経営において、負債が重くのしかかっている状況である。これら一連の災害級の出来事に対して、集団的・個別的対応がどのようになされたのか、その結果がどのような形で表れているのかについて、聞き取り調査を実施した。栃木県那須地域については、飼料高騰の影響がより深刻な形で表れている。文献・資料の収集のほか、聞き取り調査を実施した。以上のように本年度は、現地調査に制約がある中で、国内の酪農地域における調査を優先的に実施した。次年度以降に予定するニュージーランド調査と合わせて、酪農地域・経営における災害レジリエンスの検討に資するべき重要な情報を収集できた。
