前年度に引き続いて，公共施設法制に関する基礎的考察を行い，フランス法との比較を交えて，財政法との接点を探求するとともに，道路法，河川法，港湾法をはじめとしたわが国の現行法に関する分析を行った。すなわち，①港湾法をはじめとした公共施設法制の考察をした連載「港湾法を読む――公共施設をめぐる法制度の理解のために」において，港湾管理者，港湾区域，臨港地区，港湾工事とその費用に関する分析を行った。この一連の論考において，道路法，河川法などとの横断的視点をもとに，公共施設の管理者，公共施設に関連したゾーニング，公共施設に関する工事と費用負担に関する考察を行うことを通じて，洋上風力発電などの現代的運営の基礎となる諸制度の分析を行った。②行政法の教科書として，『プラクティス行政法〔第3版〕』を刊行し，公共施設法制に関する基本的な考え方の整理を行った。③2023年2月に明治大学において開催された日仏公法セミナーにおいて，「コロナ危機によって引き起こされたわが国の財政現象の法的分析」と題する報告を行い，コロナ危機がわが国の財政規律に与えた影響を考察するとともに，公共施設の管理運営に対する影響について検討した。④財政制度に関する国際比較研究として，財務会計上の責任に関する仏語論文を公表した。このなかでは，日仏の制度比較や歴史的沿革を含めた考察を行うとともに，公共施設法制の構成要素である財産管理に関する法理を検討している。
