项目摘要

本研究では、地方自治体レベルでの介護人派遣事業から始まり法制度となる支援費制度や障害者総合支援法として結実した重度障害者の介護保障を題材に、国と地方自治体の政治家、官僚、当事者等の複数のアクターの証言から、財政縮減の下で国・地方自治体・運動がどのような形で新たな介護保障制度成立に関わったのかを明らかにする。さらに、利害関係の分析手段となる非難回避戦略モデルを用いて複数アクターによる政治力学を明確化することで、アクター間の合意形成のために、当事者運動はどのような役割を果たしたのかを明らかにする。本研究により地方の当事者運動が最終的に国の法制度にも影響を与えていく過程が明確になることで、地方の当事者運動の重要性が大きく評価されるほか、住民参加の地方自治体条例制定のあり方、国と地方の関係、ひいては地域主権のあり方にも大きな示唆を与えていくものと考えられる。本研究の進捗状況であるが、コロナ禍により十分な調査がこなせない中、障害保健福祉施策と介護保険との統合が議論された2005年10月に施行された改正介護保険法に至るまでの障害者介護保障施策の変遷について、青森市内にある2か所の自立生活センター、全国障害者介護保障協議会の大野直之氏、DPI日本会議副議長の尾上浩二氏にインタビューを行っている。今後、官僚や政治家にもインタビューを行っていく予定である。並走して、現在論文を執筆中である。また障害者総合支援法の重度訪問介護の過疎地での実施の現状について毎日新聞から取材を受け、四国版にコメントが掲載された。
