本研究の目的は、①戸建て住宅の居住者が行う維持管理のライフステージ別ガイドラインを作成し、②住居管理に関わる職能に求められる役割を整理する。その上で③良質な住宅ストックが住宅市場に好循環する、居住者のための住居管理モデルを提案することである。これまで①についての基礎データをそろえられたため、2022年度は①で明らかになった居住者の課題に応えるための、②の戸建て住宅の管理の専門家の質やその在り方を探り、住居管理循環システム構築に向けた住宅政策のための知見を得ることを目指して調査を進めた。2022年度の都市部の住宅リフォーム業者を対象としたアンケート調査の分析から、住宅リフォーム業者の実態として、業種ごとの状況を把握した。工務店、ハウスメーカー、リフォーム専門会社、専門工事店、設計事務所、不動産業など、それぞれの業態の特色や工事管理体制、顧客との関わり方や課題を把握した。居住者の困り事の相談受付、建物診断や調査依頼に応じ、顧客とのコミュニケーションに配慮するなど、真摯に業務に取り組む業者の実態を知ることができた。またセルフメンテナンスの指導にも力を入れている例や、異業種や組織との業務連携により、空き家の利活用など中古住宅流通の活性化や流通促進にも繋がる活動もある。一方、人材育成や事業の継承、女性や若者の雇用、作業のデジタル化、無料の見積依頼への対応に疲弊している実態や、設計図書の整備、顧客との長期に渡っての継続関係などへの課題も見えてきた。持続可能な住宅地の課題に対し、新しい住宅政策の目標も掲げられているものの、制度を運用する実務者である住生活産業の関係者が抱える課題解決が先決であることがわかった。居住者側が持つ課題と、住宅供給やリフォーム業者側の課題を突き合わせて検証し、住居管理循環システム構築に向けた提案を行うための知見を得られた。
