项目摘要

令和４年度（研究第３年度）は，研究第１～２年度において十分に進めることができなかった史資料調査に加え，地区衛生組織活動の発展に重要な役割を果たしたと考えられる衛生教育と「モデル保健所」に着目し検討を進めた．以下にその概要を記す．1. 保健所法の改正（1947年9月）にともない，各都道府県に1か所ずつ設置された「モデル保健所」の衛生教育担当官を対象に開催された「衛生教育講習会」（厚生省主催，1948年12月）に着目しその内容と特徴を考察した．限られた日程のなかで衛生教育に関する様々な内容が扱われたが，(1)衛生教育の「媒体」や「方法（場の設定）」の解説が多くを占め，「衛生知識をいかに伝達するか」に重点を置いた講習会であったこと，(2)その後全国で活発化する地区衛生組織活動（1950年頃～）では「“実践を通じた”学び」が強調されていくが，この講習会の時点ではそうした側面は現れてきていなかったことを明らかにした．内容は第87回日本健康学会総会（東京）において報告した．2. 上記1. の講習会における講師の一人であった滋賀秀俊（1902-2004）の著書『公衆衛生教育便覧』（1953）の内容を検討した．この書物は，研究第1年度に検討した楠本正康（厚生省公衆保健局保健課長）の著書『衛生教育概論』（1952）と同時期に発行されたものである．滋賀は公衆衛生の実践と衛生教育の関係を“車の両輪”に例えて解説しその重要性を述べるとともに，効果的な衛生教育を展開するためには組織（活動）が必要であるとした．これは楠本が述べた「実践教育」や「コミュニティ・オーガニゼーション」と同様の考え方であることを考察した．内容は第124回日本医史学会総会・学術大会（東京）において報告する予定である（2023年6月）．上記のほか，これまでの研究成果をまとめ論文を執筆し現在投稿中である．
