项目摘要

令和2年度産官学協働による実践的研究を進めていくための基盤づくりを、山形県上山市で行った。①日本版ランドバンク事業を展開する組織として、本研究代表者である周藤が理事(副理事長)として参画するNPO法人かみのやまランドバンクを設立した。②小規模連鎖型区画再編事業による空き家・空き地・狭あい道路の一体的解消については、上山市中心市街地の3物件で検討を行ったが、権利者からの同意や地域からの協力を取り付けるに至らず、基礎的検討に留まっている。③地域活性化については、NPOによる空き地の公共施設活用(広場活用)とそこでの地域活性化イベントが実験的に行われ、地域から一定の評価を得た。令和3年度日本建築学会大会(東海)学術講演会にて、「山形県上山市における空き家・遊休不動産活用事業―ランドバンク事業による地方都市再生に関する研究その1」と題して報告を行った。単体での空き家・遊休不動産の解消に留まらない、周辺との一体的な空き家跡地活用や狭あい道路の拡幅等を、まちづくりに位置づけて課題解決する「空き家跡地活用型まちづくり」を進める日本版ランドバンク事業に取り組む山形県上山市の実態報告を行った。日本版ランドバンク事業の先行事例である、山形県鶴岡市では、11事例以上の小規模連鎖型区画再編事業が実施されている。上山でも、当初は同事業をランドバンク事業の中心事業と位置づけていたが、地権者や地元住民の事業に対する理解や協力が未熟であることや、空き家が分散していることから、令和3年度時点では事業実施が見込めなかった。そのため、空き家跡地の広場活用による地域住民の理解と協力の醸成や、将来の事業化に備えたリザーブ用地の確保を先行して進めていることが分かった。令和4年度遊休不動産の利活用実態調査を行った。NPO法人かみのやまランドバンクでは、空き物件を活用する起業希望者を募集し、資金調達から事業内容、内装デザインまで、開店までの全てを総合的にプロデュースする起業応援事業を展開している。NPO設立前である2018年9月にはNPO設立メンバーの支援により、埼玉県から移住した夫婦が空き家を改修して料理店を開業。2021年5月には、NPOの支援により、山形市の女性が空き店舗を改修して料理店を開業。これらの取り組みや、空き家跡地の広場活用事業などNPOのソフト事業などの盛り上がりが市外の事業者に注目されるようになり、上山中心市街地での事業展開を検討する業者からNPOへの相談が増えてきている。そのうち、数件が実現し、また数件は事業化が進められている。このように、当初想定してた小規模連鎖型区画再編事業、すなわち土地の再編事業よりも、空き家空き店舗活用による飲食店物販店等の開業の方が先行して進んでいる実態が明らかとなった。
