本研究は、介護保険制度の介護予防・生活支援総合事業における住民主体による「助け合い活動」の推進に伴う、住民参加型在宅福祉サービス団体（以下、住参型団体）への影響や期待される社会的役割と課題、生活支援サービス拡充に向けた運営管理に求められる技能（専門性）を明らかにすることを目的に、全国の住参型団体へのアンケート及びインタビュー調査を実施する。2020年度は、主に前年度の文献研究をもとに設定した仮説をもとにアンケート調査及びインタビュー調査の実施に向けて、研究デザインの検討を行った。検討に当たっては、住民参加型在宅福祉サービス団体全国連絡会（以下、全国連絡会）への研究計画プレゼンテーションの機会をいただき、多くの実施団体と研究の意義や研究目的の理解を得ることができた。2021年度には、全国連絡会への参与観察（全国幹事会への出席等）を通して研究対象や分析の視点の設定、先駆的に実践に取り組まれている地域サンプリング（大阪市・横浜市・札幌市・出雲市等）を進めるとともに研究結果は、「令和3年度支え合いを広げる住民主体の生活支援フォーラム（主催：全国社会福祉協議会）」にて実践者へ還元することができた。一方、アンケート調査における対象の設定において、全国連絡会への参加団体の活動は多岐にわたり研究対象以外も含まれることから研究目的に応じた研究対象の整理のために提供いただいた名簿をもとに活動内容や対象等についてインターネット検索や都道府県社協への内容照会等を行い、サンプル数、サンプリング方法、比較対象群の設定を行った。2022年度は、全国の1,250団体を対象にアンケート調査し、新型コロナウイルス感染症による影響が落ち着いた時期にインタビュー調査（13団体（7自治体））を実施した。
