项目摘要

本研究は、文献研究とインタビュー調査を並行して行う計画であったが、新型コロナウイルス感染拡大の長期化により、当事者である高齢者、高齢者を支援する機関・団体の支援担当者に対する調査がほとんどできなかった。さらに、日本と韓国の低所得高齢者における居住問題とその支援を研究課題にしているが、韓国への渡航そのものが難しい状況であったため、研究期間は令和5年度まで延長がみとめられている。本年度の研究実績の概要は、1945年から2010年代までの韓国の低所得層における居住問題とその支援について、研究を進めてきたことである。1945年の解放後から1950年代においては、解放後の政治的混乱と経済的困難の状況で深刻な住宅不足問題を抱えていた。また、朝鮮戦争により甚大な物的・人的被害を受けたことで、居住問題はさらに悪化し、釜山、ソウルでは不良住宅が密集した「板子村（パンジャチョン）」が形成されるようになった。1960～1970年代は、農村の過剰労働力が都市に移入され都市貧民になっていく中、労働者や都市貧民の劣悪な居住環境問題が浮き彫りになった。1980年代に入ってからは地下住居が拡大しており、1990年代後半から2000年代においては、IMF経済危機により路上生活者が急増するようになった。しかしながら、低所得層への居住支援施策は、1980年代末の公共賃貸住宅政策が実施されるまでほぼ皆無な状況であった。2000年から「住居給与」が実施され、低所得層のための住居費支援が行われており、2014年の改正で居住問題の緩和・解決を図っているが、「非住宅居住者」の居住問題にどう対応すべきか、その対策が求められている。

This study is based on a literature review and a parallel investigation of the long-term development of new types of infections, and the investigation of the support personnel of the relevant agencies and organizations. Summary of research achievements for the year: From 1945 to the 2010s, research progress was made on housing problems in the low-income strata of Korea. From 1960 to 1970, the rural population moved into the urban poor, and the urban poor lived in a poor environment. The housing support policy for low-income families has not been implemented since the late 1980s. In 2000,"housing grant" was implemented, housing cost support for low-income earners was implemented, and in 2014, housing problems were corrected and solved. Housing problems for "non-residential residents" were solved.
