项目摘要

本研究の目的は、中国とインドの電力部門におけるエネルギー転換の政治経済的な問題構造を、石炭火力発電と再生可能エネルギーの関係性及び電力市場規制に焦点を当てて明らかにすることである。2022年度の研究課題は、インドの太陽光・風力発電導入量の多い地域（タミルナドゥ州、グジャラート州など）に赴き、電力規制委員会・エネルギー開発公社・州営発送電会社などにインタビューを実施することであった。2022年度もコロナ禍が続いたため、インドでの現地調査を断念せざるを得なかった。代わりに、文献調査によってインドの石炭産業の歴史的変遷を整理し、石炭依存型から再生可能エネルギー中心のエネルギー供給構造に転換する際の政治経済的な障壁を分析した。インドでは、石炭産業は東部の貧困地域に集積しており、地元の雇用と税収に大きく貢献している。他方で、インド南部および西部のより豊かな地域で、風力発電と太陽光発電の普及が進んでいる。つまり、石炭から再生可能エネルギーへの転換は、インド国内での雇用や税収の地域間格差を助長する可能性があるため、貧困地域に対して支援を行いながら、公正なエネルギー転換を目指す必要がある。

The purpose of this study is to clarify the structural problems of political transition in China's power sector, the relationship between power generation and regeneration, and the focus of power market regulation. The research project for 2022 includes the following aspects: the introduction of solar energy and wind power in various regions (including the state and the state), the development of the electric power regulatory commission, and the implementation of the electric power transmission system. In 2022, the company's on-the-spot investigation was completed. In this paper, the author analyzes the barriers of political economy during the transition of carbon-dependent industrial history, the possibility of carbon-dependent regeneration and the supply structure of carbon-dependent industrial history. The carbon industry in the eastern region of China has made great contributions to the development of poverty alleviation. In other places, in the south and in the west, the popularity of wind power and solar power has increased. The possibility of increasing regional differences in employment tax revenue within the country, the possibility of increasing regional support for poor regions, and the need for fair and equitable economic exchange are also discussed.
