タイにおいては、小学校、中学校9年間は義務・無償教育機関として定められている。2012年から幼稚園3年間も無償化とした。しかし、小学校純就学率は92％であるのに対して、幼稚園就学率は60％にとどまる。これは、幼稚園教育が無償化ではあるが、義務教育ではなく任意であること、また、無償化ではあるが、運営費の不足により家庭から費用を徴収することもあり、貧困層には重圧となっているためである。タイ北部には民族言語や国籍の問題から教育を受けられない子供もいる。近年、国公立幼稚園は小学校段階への準備教育を重視し、想像力や認知力の育成に力を入れて、しつけや礼儀作法などの徳育を強調する傾向にある。本研究では、タイ北部における持続可能な教育提供のさらなる推進のために、少数民族の多文化・多言語環境に育つ子どもたちを対象とした幼稚園教育の現状と保護者の幼稚園教育にたいする価値観と課題を明らかにすることである。少数民族の人々の生活文化・言語と幼稚園教育のメカニズムを包括的かつ継時的な調査により把握し、タイ北部多文化社会の実情にあった持続可能な開発を据えた幼稚園教育の提案を試みることを目的とする。具体的には、幼稚園の教員と保護者、幼稚園運営関係者、コミュニティの人々を対象とした量的・質的調査により、1)子どもをどう据えているか2)少数民族の生活文化・言語に配慮した幼稚園運営の状況、3)幼稚園教育に関する価値観、4)ジェンダー意識と子どもへの関わり方を明らかにする。教育開発学（日本側研究実施者）とジェンダー社会学、教育社会学（タイ側共同研究者）を有する研究者が、フィールドワークを共有、協働して実施し、分析結果をタイと日本で共同発表すると共に英文論文としてまとめて広く公表する。
