项目摘要

日本でも「2050 年二酸化炭素排出実質ゼロ」宣言など、非国家アクターとしての地方自治体の気候変動への対応が注目を集めている。どのような自治体が気候変動政策にどの程度積極的で、自治体間の差はどのような要因によって生じているのだろうか。2020 年 3 ~ 6 月に 157 自治体(都道府県・政令指定都市・中核市・特例市・特別区)を対象に、郵送法により、首長意識調査(有効回答 93 票)と担当部局調査(同 146 票)を実施して分析した。首長調査では、気候変動全般への認識や国内・国際的対策への評価、政府のエネルギー政策への評価などを尋ねた。担当部局調査では、自治体の計画・実施状況、特徴的な政策、実施段階での課題や困難。人員や予算など担当部局の組織に関わる設問で構成した。まず、排出ゼロ宣言別に「表明済み」「検討中」「予定なし」に分類し、注目している動向や直面している問題や課題への回答を宣言状況ごとに確認した。さらに、意識調査の結果から首長の積極性の違いを確認し、探索的な因子分析による因子得点から首長意識と宣言状況の関連を検討した。その結果、「表明済み」「検討中」と「予定なし」の違いを生みだす要因として、国内外の動向やエネルギー政策への関心の高さ、気候変動政策への積極性，および域内の排出源を課題として捉える姿勢が見いだされた。首長意識の因子分析からは「表明済み」と「検討中」は、エコロジー的近代化に関する因子得点が高く、Business as usual シナリオからの脱却を目指す態度が強い傾向が認められた。「検討中」は，総じて「表明済み」に近い傾向であったが、中期的削減目標の引き上げに消極性が見られ、域内の再生可能エネルギー普及を課題として抱えていた。一方、「表明済み」は地域新電力や自治体電力に関心を持ち、再生可能エネルギー普及への積極性が見られた。
