世界の難民人口は増加しており、その食糧安全保障と生活水準の向上は国際的に喫緊の課題である。特にウガンダでは、隣国南スーダンからの避難民が急増しており、2019年時点で100万人の南スーダン難民を受け入れている。ウガンダは「世界一難民に寛容な国」とされており、難民には入国時に僅かな土地が与えられ、そこでの農業生産やその他の経済活動が認められている。また、ホストコミュニティと呼ばれる難民キャンプ周辺のウガンダ人は、土地や水、薪木、学校といった様々なリソースを難民たちと共有している。本研究は、ウガンダのライノ難民居住区において、難民の農業所得を向上させうる介入の効果をランダム化比較実験により検証する。特に本研究では難民がウガンダ人から土地を借入していること、その際の貸借条件が明文化されていないため、貸借期間や貸借料に関して両者にトラブルが発生することがあるという点に着目する。土地貸借の契約内容を明文化することによって、難民とウガンダ人の双方が安心して土地貸借を行うことができるようになり、難民の土地へのアクセスが改善するかについてランダム化比較実験を用いて検証する。具体的にはランダムに選んだ難民とウガンダ人に対して、政府と現地NGOが推奨するフォーマットでの土地貸借契約の明文化を促す介入を実施し（介入群）、そのような介入を受けなかった難民（統制群）との比較を行うことで介入の効果を検証する。本年度は介入前のベースライン調査として、308家計の難民と65家計のウガンダ人農家に対して家計調査を行った。さらに、土地貸借契約の明文化に関する介入実験を実施した。
