项目摘要

アイルランドと台湾における農作業安全対策に関する社会システムを明らかにするために現地調査を行った。アイルランドでは，農作業安全担当大臣，農業食料開発局（TEAGASC），安全衛生庁（HSA）の農作業安全部門の担当者，ダブリン大学の大学教員，農家らに対して聞き取り調査を行った。その結果，アイルランドでは，2005年に労働安全に関わる法律(SHWWA)を制定し，HSAはこの法律を遵守するための方法を農家に助言・指導するとともに，その規定を執行する役割を担っていた。HSAの検査官は事前通知なしに職場への立ち入りやステートメントの開示を要求する権限を有していた。また大学教育では，農作業安全に関する法令やリスク評価の方法を学ぶカリキュラムが構築され，TEAGASCなどの研究機関ではナッジ理論を応用して農家の行動変容を促すためのプロジェクトが展開されていることを明らかにした。台湾では行政院農業委員会の農業者保険担当部局，農家および農作業事故問題を研究する研究者・産業医に対して聞き取り調査を行った。その結果，台湾では2018年に農民職業災害保険制度が新設され，農作業中の怪我，病気，死亡などに対し保険金が支払われる制度が確立され，これに伴い保険申請データから農作業事故の発止状況が把握できる状況であることがわかった。ただし，台湾では農地の宅地化の進展から農地価格が高く，地主が農地を資産として保有し続けることを背景に，農作業委託が進行していることから，農作業保険制度の加入対象者を明確にすることが難しいという問題があった。また保険制度がまだ新しいため，他の保険制度との棲み分けが整理されておらず，制度が複雑化していることも，保険データに基づく事故発生状況の把握を困難にしていた。さらに，事故を隠蔽する風潮や，外国人労働者の不法雇用等の問題も，事故状況の把握を困難にする要因であることがわかった。

The social security system related to agricultural safety policy in Taiwan is under investigation. In Taiwan, the progress of homesteading of cultivated land has changed from cultivated land quality to high quality, from landowners to cultivated land assets to property retention. In this context, the agricultural work commission has been carried out, and the agricultural work protection system has been added to the target. The protection system is new, and it is difficult to control the occurrence of accidents in the basic environment. In addition, there are problems such as accidents, illegal employment of foreigners, etc., and it is difficult to grasp the main causes of accidents.
