採用期間最終年度となる本年度は、本年度は2本の論文を執筆した。まず、日露戦争の軍事郵便制度と運用実態について論文を発表した。この論文では、軍事郵便システムそのものを検討した。これによって、野戦郵便機関が戦時下で兵士の生活を支える多様な機能を持っていたこと、逓信省が野戦郵便機関の運用に主体的に関わり、戦後の利権獲得を見据えていたことを明らかにした。次に、在清日本郵便局の状況と、逓信省の対清通信利権拡大の構想に関する論文を執筆した。この論文では、明治期の在清日本郵便局の設置状況と設置経緯を詳細に追い、日本の対清通信利権拡大のあり方が変容していく過程を解明した。この過程で、北清事変を契機として逓信省は対清通信利権獲得に積極化し、清国の郵便行政へ介入する志向を有していったことを指摘した。以上の研究成果は、外務省外交史料館（東京都港区）、郵政博物館資料センター（千葉県市川市）等において昨年度から収集してきた一次史料や、刊行されている档案史料を中心に分析し、得られた成果である。在清郵便局に関しては、今年度に発表する論文を前提として、さらに検討を深めていく必要がある。その一環として、在清郵便局の中でも対象を絞り、具体的な日清間での問題とそれをめぐる外交交渉について、外務省記録や居留民団誌、档案史料を用いて分析した。また、イギリス国立公文書館（イギリス・ロンドン）において調査を実施した。イギリス外務省外交記録（FO）に所収されているロバート・ハートや清国の郵便問題に関する史料を収集し、在清外国郵便局をめぐるイギリスの動向について明らかにすべく分析を行った。さらに、逓信省が所管する対清航路拡張の問題が、日本、清、イギリス各政府の動向を踏まえ検討すべき重要な問題であることが明確となった。同館における調査によって、複数のアプローチから対外政策の主体としての逓信省像を打ち出す見通しを得た。
