今年度は、昨年度の研究で残された課題を踏まえて、以下の2点に取り組んだ。1つは、知事のツールについての昨年度の研究を改善したことである。特に、「議案形成過程の集権化」と「有権者へのアピール」という知事のツールについて、全体的な議論やデータ、分析手法などを見直し、得られた知見が頑健であることを確かめた。その成果を、日本公共政策学会の『公共政策研究』で公表した。もう1つは、「ポーク・バレリング」、「議案形成過程の集権化」、「有権者へのアピール」という知事の3つのツールについての研究を、1つに統合したことである。知事の選挙前連合が大きいほど、知事にとっては当選後に議員と協調的な関係を築くことが再選のために合理的となること、そして、知事は選挙前連合が大きいほど議員との関係が協調的になるように3つのツールを使い、それによって実際に知事の議案が成立しやすくなることを理論的に示した。昨年度の研究、そして今年度のこれら2つの研究の成果をまとめ、博士論文（『日本の都道府県における執政長官の選挙前連合と立法』）として提出した。本研究の知見は、都道府県の政治過程の中での知事の影響力について改めて明らかにしたという意義がある。一般的に知事の権限は広範であるとされるが、知事の議案の立法過程についての実証研究の多くは、議会の活動などに注目することが多く知事の行動を十分に分析してこなかった。それに対して本研究は、知事の行動もまた重要であること、そして知事の行動が選挙前連合の下での再選という共通の目標によって統合的に説明できることを明らかにした。
