この研究は、アメリカ合衆国の連邦下院議員・上院議員を歴任したダニエル・イノウエが日米関係でいかなる役割を果たしたのかを、1970～80年代を中心に解明するものである。研究目的は、①日系アメリカ人政治家の日米関係への関与を分析し、②日米関係、アメリカ外交における連邦議会の役割を解明した上で、③日米関係の変容をアメリカの内政との関係で検討しアメリカ政治の文脈に位置づけることである。そのために、イノウエが特に影響力を発揮した2つの事例の分析と、同時代を生きたG・H・W・ブッシュとの人物比較を行う。中心的な手法として、①資料および文献調査による政治過程分析と、②イノウエの個人的な役割を把握するためのインタビュー調査を用いることを計画した。具体的には以下の通りである。①日系アメリカ人の歴史、行政府=立法府関係の理論と実証研究、日米関係史などの文献を本研究の分析軸から再検証すると同時に、一次資料を精査していった。②イノウエに関しては存命の関係者が多いため、インタビューを重ねることで収集した資料を補強・修正することに努めることを計画した。研究3年目の本年度は、今日的なインプリケーションを含め、イノウエの役割を歴史的な文脈に位置づける作業を進めると同時に、ブッシュとの比較研究を行っていった。ただし、新型コロナウイルス感染症による国内外の情勢に影響を受けたため、アメリカでの一次資料の収集やインタビュー調査などが十分に実施できず、研究計画に遅れが生じている。
