本研究の目的は、2002年以降の高等学校入試選抜における通学区域による出願制限の撤廃が教育の質に与えた影響について実証的に明らかにすることにある。教育の質の指標として高校生の進路選択の結果である大学進学率に着目し、都道府県間で学区撤廃のタイミングにラグがあることを利用した差の差分析を行うことで、学区撤廃による学校間競争の促進が、大学進学率を上昇させたかを検証する。具体的には、（A）『学校基本統計調査』の調査票情報の利用した学校別のデータによる分析と、（B）自治体ごとの学区編成や変更の経緯の調査、を実施する。本年度は、前年度までに構築した『学校基本統計調査』の調査票情報の学校別パネルデータおよび自治体ごとの学区編成変更情報などの確認と周辺情報の収集を行った。具体的には、関連する募集要項、会議資料、関連規約の条文、教育制度、人事制度の変化などを調査し、構築したパネルデータの整合性を確認した。構築したデータベースに基づき、学区撤廃が教育アウトカムに与える影響を、学区変更のタイミングを利用した差分の差法により分析した。分析結果によると、学区撤廃により平均的には約1％ポイント大学進学率の上昇が確認された。また、その効果は公立と私立で異なることを明らかにした。背後で起こったメカニズムとしては、生徒のソーティングによる影響だけではなく、学校間の競争が促進された影響を通して、大学進学率の上昇が起こったと考えられる。以上の結果をもとに、学術論文を執筆し、関連する研究会で報告を行った。
