本研究の目的は、1960～70年代を自動車産業の危機の時代と捉えた上で、自動車産業界や政府が当時抱いていた資本の自由化に対する認識や対応を明らかにすることである。本年度も、自動車産業の資本自由化に対する、自動車業界、通産省、マスメディアの見解を明らかにする資料を中心にその収集にあたった。また、自動車産業に限定せず、資本自由化実施に至る1次資料についても収集を進めた。なお、本年度も自動車図書館が開館されなかったため、同館所収の資料は確認・収集できなかった。一方で、国会図書館、国立公文書館については閲覧の制約が解除されたため、両館からの収集はある程度進展した。特に、国立公文書館で収集した通産政策史資料については、1．外資や省庁に対する業界の不安や不満等、第一次資本自由化実施直後の業界の見解が記されている。特に通産省に対する意見は「セクショナリズム」を批判する見解も見られ、『通産省政策史』で見られなかった見解と言える。2．また、第一次資本自由化実施直後の自動車業界再編成に対する通産省の見解も確認できた。通産省が業界の再編成に積極的であったことは従来から指摘されてきているが、そのこだわりの強さや再編成を阻害する要因として外資提携に警戒感を抱いていたことも明らかになった。3．さらに、他業界の資本自由化の経緯も含めた資料も収集した。これにより、自動車の資本自由化を相対化することが可能になるが、資料が膨大となるため、現時点では整理が終わっていない。全体を通して、当時における資本の自由化の通産省内における重要性が改めて確認できた。さらに、資本自由化における自動車産業の重要性もまた明らかになった。これにより、本テーマの重要性が改めて確認された。
