本研究は、生活時間と世帯構造が所得貧困とどのような関係を有するか、その削減・防止のために社会政策が果たしている役割と効果を明らかにすることを目的としている。世帯構造については子育て世帯に着目し、とくに母子世帯に焦点をあてている。母子世帯は女性が世帯主であり、かつ、扶養する子どもがいるゆえに貧困リスクが最も高い世帯類型の一つである。母子世帯の母がケア時間を費やし有償労働を削るならば、貧困リスクを高めることになる。他方、より長く有償労働に従事したとすると、育児時間を削ることになる。ケアを重視すれば経済的貧困に陥り、有償労働を重視すれば時間的貧困に陥る。すなわち、母子世帯の母は、経済的貧困と時間貧困とのジレンマに直面している。どの程度このジレンマに陥っているのかについて、人々の時間の使い方を記録した生活時間調査を用いることで、このジレンマの実態を可視化する一つの方法となりえた。生活時間の国際比較分析の結果、ジレンマから免れている母親グループ、両貧困に陥っている母親グループ、経済的貧困から免れながらも時間貧困に陥っている母親も少数ながら観察された。本研究の分析結果から、母子世帯に対する福祉国家の役割が示唆される。もしシングルマザーが仕事と育児のジレンマから免れたいたならば、福祉国家は二タイプのどちらかの役割を果たしているだろう。一つは、保育サービスを充実することで彼女たちが有償労働に費やす時間を十分確保できるようにすること、もう一つは、所得保障を手厚くして彼女たちが育児に費やす時間を十分確保できるようにすることである。
