2022年度は2021年度に引き続き、戦後から現代までの生活保護制度に関する政策論と技術論におけるソーシャルワーク機能の内容と位置付けを明らかにし、生活保護法におけるケースワーク業務の内容と範囲を検証するとともに、公務員である現業員の職域と公的責任の範囲に関する課題を示すことを目的とした文献研究を行った。合わせて、福祉事務所のケースワーク業務について、国内の自治体で既に一部導入されている外部委託化の議論を整理し、ソーシャルワーク実践の有用性を明らかにすることを目的とした投稿論文の作成に着手している。特に、生活保護受給世帯への定期訪問の実態と、生活保護法の適正実施にかかる責任の所在を含め、自立の助長に関連する各種福祉サービスの利用と社会資源の活用について、ソーシャルワークの視点で課題の整理を行っている。また、埼玉県が業務委託している埼玉県社会福祉士会の自立支援専門員事業について、これまでの支援実績を統計的に示すことで、ソーシャルワークの国家資格である社会福祉士の専門性と、社会福祉実践の価値を明らかにすることを目的とした資料の整理を検討した。これらの研究テーマに関しては、埼玉県へ研究目的で支援実績の利用について情報開示の手続きを行う方向で検討している。研究の遂行にあたっては、新型コロナ感染症へ配慮しながら倫理審査等の手続きを進めるため、実施可能な調査計画の作成と、調査対象との具体的調整を行う予定である。
