项目摘要

本研究は、法務省入国管理局、招聘業界、日比のNGO等の複数のアクター間で在留資格「興行」という制度がどのように形成・展開されてきたのかに注目し、「興行」を目的とした女性の移住労働において、日比間でどのような権力関係がジェンダーやセクシュアリティをめぐって働いていたのを明らかにすることを目的とする。当該年度は、主にこれまでの研究で得られた知見をまとめ、研究成果として発表することに注力した。まず、前年度の研究として実施した、日本の招聘業界における「興行」言説の研究成果をまとめ、日本移民学会の学会誌『移民研究年報』に投稿し、研究論文として掲載されるにいたった。本論文では、日本の招聘業界に関わる複数のアクター（法務省入国管理局、招聘業界団体、国会議員、フィリピンのプロモーター業界団体や政府機関、民間企業等）の関係性を示したうえで、招聘業界における「興行」の位置づけの変遷や「接待行為」の合法化・不法化をめぐる入管との攻防を明らかにした。次に、日本の人身取引対策のなかで報告されてきた、フィリピン人女性エンターティナーの被害実態の変遷をもとに、女性たちの被害が「性的搾取」から「労働搾取」へと被害言説が変遷した過程や、政策における「ホステス行為」の位置づけの変遷、その過程における日本のＮＧＯの役割について考察した。これらの研究で得た知見をまとめ、the Asian Association of Women’s Studies・インドネシア大学共催の国際学会にて研究報告を行った。
