現地調査と資料収集としては、前年度に引き続き「奈良モデル」において水道事業の広域化に関して奈良県庁と奈良市・大和郡山市・葛城市で、府県による市町村支援・補完の事例として「チーム愛媛」の愛媛県庁と砥部町・内子町、及び北海道庁と長万部町・函館市、介護保険・保健福祉政策における広域連合制度を活用している北海道空知中部広域連合及び高知県中芸広域連合と田野町・北川村・安田町、市町村の水平補完として長野県上田市と坂城町などで実施した。暫定的知見として、水道事業の広域化などで府県と市町村の自治体間連携では、府県と関連市町村の丁寧な合意形成の確保と、構成自治体のそれぞれの住民への充分な説明責任を果たすことが必要条件であり、その条件が満たされていない限りは、個別自治体が連携・広域化の協議参加から一旦離脱する決定を行うことは、個々の自治体が自律（自立）を維持するためには必要である。また、介護・保健福祉に関する政策領域は、市町村の基幹的な事務であるが、小規模町村ではその行政サービスを担う保健師や社会福祉士、栄養士などの専門職人材を充分に維持・確保することが困難になりつつあるなかで、小規模な5町村からなる高知県中芸地域では、中芸広域連合が介護保険の保険者と保健センターの機能を広域化した介護サービス課と保健福祉課の仕事を担っている。介護保険の保険者としての運営責任と能力の持続可能性を高めつつ、広域連合において地域包括支援センターを直営で運営することと、保健センターを広域化して広域連合に保健福祉課を設置することで、介護保険制度で分離・分断された介護保健福祉政策を広域連合において再統合し、構成町村の自律（自立）を維持しながら「福祉行政の主体としての責任」を広域連合が担おうとしていると考えられる。これは、小規模自治体の自律（自立）を支える「多元・協働型自治」モデルの事例の１つと考えられる。
