本研究は、わが国の一部事務組合や広域連合を対象に、近年注目されている自治体間連携（Intermunicipal cooperation）の構造と特徴をネットワーク解析の手法を応用して分析し、分析で得られた特徴量を用いて自治体間連携の有効性と課題、自治体合併との違いを明らかにすることを目的とする。計画では、期間３年の間に、まずわが国の自治体間連携の構造と特徴をネットワーク解析の手法を応用して明らかにする。次に、抽出された特徴量を用い、一部事務組合や広域連合を対象に、広域行政の利点とされるスケールメリットによる費用節減効果や行政サービスの向上との関連を計量分析により明らかにする。最後に、自治体間連携と行政の広域化のもう一つの手段である市町村合併との間の代替補完関係に関して議論があり、これをネットワーク解析によって抽出された自治体間連携の特徴を用いて分析する。自治体間連携へのネットワーク分析の応用は国内外を通じて研究が非常に少なく、今回のコロナ禍において重要性の増している自治体間連携に関して有効に機能させるための示唆を得られるものと考えている。昨年度は、自治体間連携のネットワーク解析に向けて、総務省及び各都道府県から収集した一部事務組合等に関するデータを電子化してクリーニングし、分析用にデータをセッティングするのに時間が割かれた。今後,構成自治体をノードとする自治体間連携のネットワークを可視化し、次数やクラスター係数などの特徴量を算出する。
