今年度(R4/2022年度)も、前年度と同様に、理論的な論点の整理に多くの時間を費やすことになった。本来であれば、海外に出張してフィールドワークを実施する予定であった。だが、依然として続く感染症の影響によりそれが困難になった。したがって、研究の土台を形成する理論に関連する諸問題の整理に、多くの時間を費やすことになった。とくに重点を置いたのは、前年度と同様に以下3分野の知見であり、それぞれの詳細は前年度から変化していない。まず、リアリズムの系譜に属するパワーバランスの議論である。リアリズムの文献は大国の外交戦略に焦点を絞ったものが多いが、小国の外交戦略を考察するにあたっても有用だったといえる。バランス外交の担い手は大国に限定されず、本研究の主要な関心は、小国の集まりである東南アジア諸国連合(ASEAN)の外交である。次に、リベラリズムの系譜に属する地域主義の理論である。地域主義の研究は、欧州の事例に関心を特化して理論を形成したものが圧倒的に多い。他方、本研究の関心は東南アジアの地域主義にある。欧州の事例に依拠した既存の研究は、東南アジアの独自性を理解するのに役立ったといえる。最後は、コンストラクティヴィズムの系譜に属する規範・アイデンティティの理論である。この分野の文献は、西側の大国やNGOの活躍に関連するものが目立つ。本研究の関心であるASEANの活動は、これら西側勢力のものとは一線を画した特徴をもっていると考えられる。今年度も継続して実施した、既存の議論の整理は、ASEAN独自の活動を理解するのに不可欠だったといえる。
