本研究は、地方自治体の男女共同参画関連事業、および自治体等が設置する女性関連施設（女性センター、男女共同参画センター等）が実施しているジェンダーに関する学習プログラムを研究対象とし、その事業のテーマ、目的、対象と方法、内容、学習の効果、および同時代における政治的・政策的要請との関わりについて、その歴史的展開・変容を明らかにするとともに、プログラムの実践分析を通じて、ジェンダー平等社会の形成に寄与する成人学習プログラムの開発を目指すものである。具体的には、1970年代後半から現在に至る日本の女性政策・男女共同参画政策が地方自治および女性関連施設等における実施事業・学習プログラムにどのように反映され、波及していったかについて明らかにし、時代ごとの政治状況、ジェンダー政策にかかわる利害や力(power)の獲得(喪失)とどのように結びついているのか、そのポリティクス分析を通じて、日本社会のジェンダー平等に向けて必要かつ効果的な学習プログラムの開発のための課題を整理する。2022年度においては、昨今の事情に鑑み研究計画当初予定していた韓国ソウル女性プラザ等への海外調査を取りやめ、国内の女性関連施設への訪問調査は大幅に縮小し、東京都の女性センターでの文献調査のみ行ったほか、昨年度に引き続き、福井県内の女性関連施設に関する調査を行った。福井県で女性活躍支援に関する事業を展開する「ふくい女性財団」では、従来「働く女性支援」を軸にした事業を中心に行ってきたが、コロナ渦を経て母子家庭やシングル女性、DV被害者など様々な困窮女性への支援として「ふくいウィメンズオアシス」を新たに立ち上げ、相談事業のほか、関連する県下のピアグループのネットワーク化を進めている。
