项目摘要

子ども・子育て新制度の実施を機に、保育所や幼稚園から移行するかたちで、認定こども園の数が急増しており、移行過程での課題と対応策について検討を行ってきた。申請後、子どもを巡る状況の急激な変化により、「特別な配慮を必要とする園児への教育・保育」の重要性が一層高まっており、現場での実践の実態を把握すべきだと考えた。「特別な配慮を必要とする園児への教育・保育」については20年弱をかけて体制の整備が進められてきた。平成19年には「障害者の権利に関する条約」を批准し、平成23年には「障害者基本法」の一部改正、平成25年には「学校教育法施行令」の改正が行われた。以上を受けて、現行の「幼保連携型認定こども園・教育保育要領」が編まれている。そこで、「幼保連携型認定こども園教育・保育要領解説」を中心に、「特別な配慮を必要とする園児への教育・保育」に関する記述を抽出し、現場経験を有する共同研究者と共に、項目を作成した。全国の認定こども園2000園をランダムに抽出し、調査を行った。主な結果としては、①特別支援教育コーディネーターについては、常勤・非常勤を含めても31.59％であり、先行研究を下回る結果になった。②看護師については46.47％であり、配置が進みつつあることが推察された。③個別の教育及び保育支援計画及び個別の指導計画については、いずれも84.71％の作成率であり、先行研究に比べて広がりを見せている。特に小学校との連携において活用が進んでいることが窺えた。④園内委員会については、実施率が46.47％であり、先行研究を下回る結果となった。専門的な助言や援助を受ける機会は3割程度と限られている実態が明らかになった。得られた知見は、2023年度の学会で発表予定である。今後、設置主体、移行前施設の違いによる違いについて、分析、検討を進めていきたい。
