本研究の目的は、日本と中国における英語教育の現状を検証し、グローバル社会で使用される英語の実状を踏まえ、両国の英語教育が目指すべき指針を提案することである。昨今、英語はあらゆる場面や分野で使用され、非英語母語話者の数が母語話者を上回っている。言語・文化的背景が異なる人びとによって使用される英語は、母語話者英語の言語規則（音声、語形成、文法）とその運用から逸脱し、独自の言語規則と語用的特徴を有している。こうした多様な英語の実状は、これまで英語母語話者の英語をモデルとしてきた英語教育に変革をせまる要因である。特に英語を国際共通語として捉えるとき、「どの/誰の英語を教えるか」は重要な論点となる。これまではアメリカ英語やイギリス英語などいわゆる母語話者の英語を「標準」として指導してきた。しかし、母語話者の英語にも社会文化的方言や地方方言が存在するが、英語教育でその多様性を取り上げることはほとんどなかった。さらに「標準英語」という用語は定義や解釈が難しく、応用言語学の分野において統一の見解に至っていない。英語教育でもほとんど議論されておらず、「母語話者英語＝標準英語」という解釈が一般的である。そこで、2019年度に続き今年度も「標準英語」の概念について考察した。主要な辞書に記載されている「標準英語」の辞書的意味に加え、タイトルにStandard Englishを含む著書[Lippi-Green (2012)、Milroy & Milroy (2012)等]や論文50編に書かれた定義や解釈を検証した。歴史的・社会文化的背景を踏まえると、標準英語とは人為的に特定の方言が「標準」として扱われるようになり、その結果「みなが従うべき」として理想化(idealization)された英語を指す。考察を通して標準英語とはイデオロギー的概念であり実在する変種ではないという結論に至った。

The purpose of this study is to investigate the current situation of English education in Japan and China, and to provide suggestions for the future development of English education in China. Today, the English language is used differently, and the number of non-native English speakers is higher than that of native speakers.
