项目摘要

本研究は落札額の設定下限値の有無によって落札額と革新社の経営(期待利益)の影響を、経済学におけるゲーム理論（Stackelberg Game）を用いて予測することを目的とする。研究実施計画に従って、第一年目は新技術の費用削減効果に関する文献調査、地方建設会社(従来社と革新社)への直接の聞き取り、または公開されている経営状況の調査によって、両社の経営状況を把握することを行なった。北海道、高知県、徳島県の代表的組織を対象に行う、現在の生産費用、減価償却費用、技術費用などのデータに基づき、ICT技術導入による短期的・長期的コストを把握することができた。第二年目からゲーム理論のモデルを構築して、シミュレーションを行なった。Stackelberg Game理論を用いて、各者の意思決定過程を定式化し、落札下限値有による影響を予測することを行なった。少子化高齢化の影響により、建設分野の若手が少ない問題が深刻になって、建設分野の発展が難しいことに関しては、ICT等の新技術導入に伴う社員のモチベーション向上、地方建設業界活性化のことを議論した。その結果は英語の論文投稿を準備している。また、ダンピング入札を防止するために、スイスの建設マネジメントシステムの調査の必要があり、2022年10月産官学連携、スイスに研究調査を行なった。スイスの詳細な工事日報や技能者教育などシステムは日本にとても有効になると思った。スイスと日本の入札システムの論文を準備中。
