初年度は、(1)明石市および国立国会図書館に所蔵されている戦時期明石に関する資料の収集・整理、(2)(1)の分析を通じた戦時期明石地域（旧明石市・大久保町・魚住村・二見町、以下明石地域と記す）の産業構造および住民の生活状況の分析を進めた。(1)については、①旧明石市の事務報告書・市政要覧・会議録等の閲覧、②旧三町村公文書の写真撮影および中性紙保存箱への移し替え、③遠隔地（東京・横浜）所蔵の明石・神戸に関する資料調査を実施した。このうち②は明石市の歴史文化事業にも貢献するものである。また③では国立国会図書館所蔵の明石資料の悉皆調査の成果が大きく『漁家経済基本調査』（明石市水産会、1936年）、『物価高の農山漁村に及ぼせる影響』（中央農林協議会、1937年）、『兵庫県工場通覧』（兵庫県、1940年）はじめ、明石市立図書館・明石市立文化博物館・兵庫県立図書館等には未所蔵の資料・文献を多数収集することができた。(2)については、①明石地域の事務報告書・市勢要覧・統計書等の精読に基づく産業別生産額、農地・工場・事業所数、職業従事者数等の内訳の推移の分析、②明石地域の土木関係書類・会議録・事務報告書等の精読に基づく、旧明石市における産業の軍需転換および旧三町村への軍需産業の進出の経過の分析、③『漁家経済調査』・『物価高の農山漁村に及ぼせる影響』等の精読に基づく、1930年代の旧三町村住民の生活様式および家庭経済の状況の分析をおこなった。以上を通じて、明石地域では日中戦争前後から軍需工場の立地が進展し、それにともない農地・溜池の減少や工場労働力の増加といった現象が起こっていたこと、いわば地域の軍需産業都市化が進んだという見通しを得た。
